In presidential debate, President Obama is no dove, and Mitt Romney is no hawk (+video)

President Obama told Mitt Romney in last night's presidential debate: 'You say you would do the same things we did, but you would just say them louder.' Commentators draw sharp distinctions between the two men, but?their foreign policy similarities are more striking than the differences.

President Obama landed a lot of punches in the presidential debate on foreign policy with Mitt Romney in Boca Raton, Fla. He was sharp, aggressive, and generally presidential, attacking Mr. Romney in almost every answer. His boast about his ?strong and steady leadership? as opposed to Romney?s ?wrong and reckless leadership? was telling. The president mocked his Republican opponent?s understanding of defense policy, explaining that the Pentagon?s horses-and-bayonets budget has fallen over time.

Mr. Obama?s truest line of the night, however, was when he said to Romney: ?You say you would do the same things we did, but you would just say them louder...??Many media commentators have drawn sharp distinctions between the two candidates on international issues. Global perceptions of the two men are also noticeably different: Most of the Western world wants Obama to win.

In truth, however, the foreign-policy similarities between the two men are more striking than the differences. Obama is not as left-wing and dovish as many believe, and Romney is not as right-wing and hawkish as he would have us believe.

Obama has governed as a cautious realist, focused principally on America?s national interests. Obama?s speeches are about hope and change, but his foreign policy is about reasonableness and balance. He has also demonstrated a clear willingness to use force, sometimes unilaterally, to protect US security and interests.

It is harder to make judgments about Romney?s foreign policies. His few interventions on the topic have not been impressive. If we believe his rhetoric, then should he be elected, the foreign policy right-wing is back in business. Romney has criticized Obama for being a serial apologizer, promised a more muscular approach toward America?s adversaries, and vowed to usher in a new American Century.

But Romney?s heart doesn?t seem to be in it. His character and experiences indicate that he would more likely be a careful, analytical foreign policy-maker, who bases his decisions on expert advice and facts rather than intuition.

Like Obama, Romney is a cautious, data-driven figure. He thinks with his head, not his gut. His proclivity for PowerPoint, like Obama?s penchant for the TelePrompter, speaks to a desire for order and control.

There are many examples of foreign-policy convergence between the candidates. For example, Obama seems to no longer believe that coalition forces should (or even can) bring stability to Afghanistan. And he plans to withdraw nearly all troops by the end of 2014. Romney is more hawkish in tone, but the substance of his policy on Afghanistan is hardly different, and he has had his own timetable for withdrawal (though he now stands behind 2014), even if it contains more caveats.

In Asia, Obama seeks to cooperate with Beijing, but he also intends to renew America?s presence in the region and maintain a balance of forces at a time when there is significant uncertainty about China?s future behavior.

Romney?s rhetoric on China has been several notches tougher, but he has focused largely on economic matters. It is hard to imagine him buying into a "clash of civilizations" with China, or muscling up to Beijing in a provocative manner. A continuation of the Obama approach seems more likely. Indeed, in Boca Raton it was Romney who was the panda-hugger, rejecting Obama?s characterization of China as an ?adversary.?

Although moving to an exotic locale without income taxes may sound like paradise, some of the associated taxes and political costs may give you pause.

You have probably heard news coverage about wealthy Americans renouncing their U.S. citizenship not because of philosophical issues with the country or a desire to make a political statement, but instead simply to save money on their taxes. One of the most recent and widely-covered examples of this is Facebook co-founder Eduardo Saverin, who renounced his citizenship immediately before the social network went public, reportedly saving himself millions and millions of dollars in taxes. Saverin paid an ?exit tax? that included ?approximately 15 percent of the pre-IPO value of his shares,? but will not pay capital gains now that he lives in Singapore[1].

Think that no income taxes sound like a good idea? Here are 5 countries with no income taxes that might be calling your name[2]:

  1. United Arab Emirates
    Instead of relying on income taxes for revenue, this country relies on taxes from oil companies. The UAE is the third-biggest exporter of crude in the world. UAE citizens also must contribute five percent of their total earnings for social security.
  2. Oman
    This country also derives most of its revenue from crude oil but requires contributions of 6.5 percent for social security. Property purchases are also taxed at three percent. Of course, you might not really want to live in Oman right now, thanks to 24.4 percent unemployment and turmoil created by the Arab Spring.
  3. Cayman Islands
    Although this country has no income taxes, value added taxes, or government sales taxes, import duties can be as high as 25 percent and the cost of living is extremely high. Average home prices are more than three-quarters of a million dollars.
  4. Bermuda
    Although there are no income taxes in Bermuda, there are a variety of ?contributions? that could eat into your paycheck if you work there. Workers may be required to contribute 5.75 percent on a payroll tax and must pay a little over $30 each week toward social security insurance. There are also a variety of stamp duties and other transactional taxes, and the cost of living is right up there with the highest in the world.
  5. Bahamas
    The Bahamas may have no income tax, but it also has 15 percent unemployment. 70 percent of government revenue stems from import duties in this country, and self-employed individuals must pay a hefty 8.8 percent of their salary to ?National Insurance,? a form of social security.

A genetic study of Native Americans from Greenland to Peru has found that the Western Hemisphere was populated by at least three distinct migrations from Asia.?

Supporting a controversial view of how humans might have populated the Western Hemisphere, geneticists have found that groups from Asia traveled over the Bering Strait into North America in at least three separate migrations beginning more than 15,000 years ago ? not in a single wave, as has been widely thought.

?We have various lines of evidence that there was more than one migration,? said Dr.?Andres?Ruiz-Linares, a professor of human genetics at University College London and senior author of a report on the findings that was published Wednesday by the journal Nature.

The discovery was made possible by the sheer volume of genetic material the team was able to assemble and analyze, he said.

Ruiz-Linares?and colleagues around the world analyzed DNA samples, primarily from blood, taken from hundreds of modern-day Native Americans and other indigenous people representing 52 distinct populations. These included Inuits of east and west Greenland, Canadian groups including the Algonquin and the Ojibwa, and a larger variety of people spanning the southern regions of the Americas from Mexico to Peru.

Investigating patterns in more than 350,000 gene variants, the scientists determined that most of the groups they studied did indeed descend from an original ?First American? population.

However, they also saw that Eskimo-Aleut populations of the Arctic inherited almost half of their DNA from a second ancestral group, and the Na-Dene-speaking Chipewyans, from Canada, got about 10 percent of theirs from yet another group.

The results lined up nicely with a controversial model for the colonization of the Americas that was proposed in 1986 by Stanford University anthropological linguist Joseph Greenberg,?Ruiz-Linares?said.

By examining similarities between many native languages, Greenberg argued that the Americas were populated through three distinct migrations. But his hypothesis was widely rejected by researchers who didn?t agree with his classification of languages.

WASHINGTON (AP) ? Michelle Obama said the nation's top designers in fashion, architecture, landscapes and technology were making life better through their everyday work and honored them at the White House on Friday.

The first lady joined the Smithsonian's Cooper Hewitt National Design Museum in hosting a luncheon in the East Room for winners of the National Design Awards. The New York City-based museum presents the awards, along with a design fair for Washington teens to meet some of the nation's top creative minds.

Richard Saul Wurman, who created the popular TED conferences for discussing technology, entertainment and design ideas, won the Lifetime Achievement Award. The first lady added that he was "quite dashing and sassy" after meeting him Friday.

Thom Browne, who designs the Black Fleece line for men and women by Brooks Brothers, was honored for his fashion design that evokes the late 1950s and early 1960s. Winners were also named interior design, product design and other sectors.

Obama told a crowd of designers from companies like Facebook, Nike and New York's fashion scene that the design winners help improve daily life through their work.

"Every day, these visionary designers are pushing boundaries, creating and revealing beauty where we least expect it and helping us all lead healthier, more sustainable lives," Obama said. "From the clothes we wear to the technologies we use to the public spaces we enjoy, their work affects just about every aspect of our lives."

The first lady hailed the nonprofit design firm Design that Matters in Cambridge, Mass., which partners with social entrepreneurs to address needs in developing countries, including a neonatal incubator made of spare car parts and a projector for nighttime adult literacy classes in Africa. The company won the design award for corporate and institutional achievement.

She also saluted Wurman, who is an architect and author known for his travel guidebooks. He began TED conferences in 1984 and they would introduce such innovations as the first Mac computer, the Segway and the first announcement of Google, among other creations.

Obama said Wurman has spent his career transforming information into knowledge to help people better understand the world.

"But in the end, as he put it," Obama said, "he does this work 'not for fame, fortune or money,' but 'just really to do something good.'"

After the ceremony, Wurman said he treasured the award and cried when he heard he was receiving the honor.

Atlanta-based architects Mack Scogin and Merrill Elam, a husband-and-wife team, won the top award for architecture. Scogin said it was a unique honor to receive at the White House but that design has historically been part of the U.S. presidency.

"Thomas Jefferson is still one of the great ? he was not an architect ? but he was one of the great architects in American culture," Scogin said. "His interest in the visual and making spaces is always to this day still original thinking."

The architects joined a teen design fair at the Smithsonian earlier in the day to share their careers with teens from Washington and New York City. Elam said there's great design around the world now, so the nation needs to cultivate its next generation of innovators.

"There's no reason that American design shouldn't be the most inventive," she said. "We have the most freedom of any place on the face of the earth, and our design work should just reflect that on and on and on."

Other winners included:

? Design Mind Award: Janine Benyus, a biologist and innovation consultant working to use biomimicry, looking to nature to create sustainable designs.

? Design Patron: Red Burns, an arts professor and chief collaborations officer for the Tisch School of the Arts at New York University for her innovations in communications technology.

? Communication Design: Rebeca Mendes, a professor in media arts at the University of California, Los Angeles.

? Interaction Design: Evan Roth, an artist who visualizes and records often unseen moments in public spaces and collaborated with Jay-Z on the first open-source rap video.

? Interior Design: Clive Wilkinson Architects, a Los Angeles-based firm whose clients have included Google, Disney and 20th Century Fox.

? Landscape Architecture: Stoss Landscape Urbanism, a Boston studio that works in both landscape design and urban planning.

? Product Design: Scott Wilson, founder of the Chicago-based studio Minimal that collaborated with Microsoft to design Kinect for Xbox 360 and who created TikTok watches for the iPod Nano.
