Syria says 29 students killed in mortar attack

BEIRUT (AP) ? A mortar slammed into a ninth-grade classroom in the Damascus suburbs on Tuesday, killing 29 students and a teacher, according to state media, as the civil war closed in on President Bashar Assad's seat of power.

The state-run news agency SANA blamed the attack on terrorists, the term the regime uses for rebels who are fighting to topple the government.

The mortar hit the al-Batiha school in al-Wafideen camp, about 25 kilometers (15 miles) northeast of Damascus, according to SANA. The camp houses 25,000 people displaced from the Golan Heights since the 1967 war between Syria and Israel.

"It's a terrorist attack on educational institutions and on students," Hassan Mohsen, the director of Quneitra Education Department, told The Associated Press.

Further details were not immediately released.

The bloodshed comes as Syrian forces fired artillery at rebel targets in and around the capital and the international community grew increasingly alarmed about the regime's chemical weapons stocks.

Syrian rebels have made gains in recent weeks, overrunning military bases and bringing the fight to Damascus. Since Thursday, the capital has seen some of the heaviest fighting in more than four months, killing scores of people, forcing international flights to turn back or cancel flights and prompting the United Nations to withdraw most of its international staff.

"The push to take Damascus is a real one, and intense pressure to take control of the city is part of a major strategic shift by the rebel commanders' strategy," said Mustafa Alani, a Middle East analyst from the Geneva-based Gulf Research Center. "They have realized that without bringing the fight to Damascus, the regime will not collapse."

U.S. intelligence has detected signs the regime was moving chemical weapons components around within several sites in recent days, according to a senior U.S. defense official and two U.S. officials. The activities involved movement within the sites, rather than the transfer of components in or out of various sites, two of the officials said.

But this type of activity had not been detected before and one of the U.S. officials said it bears further scrutiny.

NATO Secretary-General Anders Fogh Rasmussen warned Tuesday that "if anybody uses chemical weapons, I would expect an immediate reaction from the international community."

His comments echoed a warning on Monday from President Barack Obama that there would be consequences if Assad made the "tragic mistake" of deploying chemical weapons.

"Syrian stockpiles of chemical weapons are a matter of great concern," Fogh Rasmussen said as he arrived in Brussels.

Syria is believed to have hundreds, if not thousands, of tons of chemical agents, including mustard gas, a blistering agent, and the more lethal nerve agents sarin and VX, experts say.

Syria is party to the 1925 Geneva Protocol banning chemical weapons in war.

In July, Syria threatened to unleash its chemical and biological weapons in case of a foreign attack. The statement was Syria's first-ever acknowledgement that the country possesses weapons of mass destruction.

But the regime quickly tried to clarify its comments, saying "all of these types of weapons ? IF ANY ? are in storage and under security." That appeared to be an attempt to return to the regime's position of neither confirming nor denying whether it possessed non-conventional weapons.

NATO foreign ministers are expected Tuesday to approve member Turkey's request for Patriot anti-missile systems to bolster its defense against strikes from neighboring Syria.

Ankara, which has firmly backed the Syrian opposition, wants the Patriots to defend against possible retaliatory attacks by Syrian missiles carrying chemical warheads.

Syria is reported to have an array of artillery rockets, as well as short- and medium-range missiles in its arsenal ? some capable of carrying chemical warheads.

Fyodor Lukyanov, editor of Russia in Global Affairs foreign policy magazine, said Assad will never leave without a fight because he has so few options.

"Assad realizes that there is no way back for him," said Lukyanov, a leading Russian foreign policy expert with high-level Foreign Ministry connections. "If he tries to jump the boat, his own supporters will not forgive him for doing that. And if he loses, no one will give him any guarantees."

In the Damascus area, the Britain-based opposition activist group Syrian Observatory for Human Rights said Tuesday's clashes between rebels and troops loyal to Assad were taking place in Beit Saham, Akraba and Yalda suburbs as well as near the international airport.

The Observatory relies on reports from activists on the ground.

The Damascus suburbs, which have been opposition strongholds since the uprising against Assad began in March 2011, have been the scene of heavy fighting since last week following the start of an army offensive to regain lost territory around the capital. Assad's forces have so far repelled major rebel advances on the capital, though their hold may be slipping.

SANA reported that a journalist for the state-run Tishrin newspaper was killed near his home in al-Tadhamon suburb of Damascus. Naji Assaad was "assassinated by an armed terrorist group" Tuesday morning on his way to work, SANA said. The regime refers to rebels fighting to topple Assad as terrorists.

The Syrian uprising began with peaceful protests in March 2011, but has since morphed into a civil war that activists say has killed more than 40,000 people.

Reports emerged Tuesday of at least three killings of at least a dozen people each a day earlier.

A regime shell attack on the Aleppo neighborhood of Bustan al-Qasr killed 12 men, the Observatory said. Amateur videos posted online showed bloody and dismembered bodies lying on a sidewalk in front of destroyed shops as people struggled to lift the wounded into vans and pick-up trucks.

Nearby, dozens of men stood in what the unnamed cameraman said was a bread line.

"We still see people standing in a long line despite a massacre to get bread," the cameraman says.

The Observatory also reported 13 dead in a separate attack in Aleppo's Halak neighborhood.

The group said at least 17 unidentified bodies were found in the Damascus suburb of Thiyabiyeh.

In an online video showing the dead lined up on a floor, many of their heads bloody, an off camera voice says they were shot after being detained at a government checkpoints.

The videos appeared genuine and corresponded to other reports on the incidents.

Washington has so far declined to intervene in the crisis, saying doing so could worsen the conflict.

On Monday, U.S. officials said the White House and its allies were weighing military options to secure Syria's chemical and biological weapons.

Syria is believed to have several hundred ballistic surface-to-surface missiles capable of carrying chemical warheads, and a U.S. defense official said American and allied intelligence officials have detected activity around more than one of Syria's chemical weapons sites in the last week.

As the battles rage on the ground, there was growing speculation about the fate of a top Syrian spokesman who has become a prominent face of the regime.

Lebanese security officials say Jihad Makdissi, the Foreign Ministry's spokesman, flew Monday from Beirut to London. But it was not clear whether Makdissi had defected, quit his post, or been forced out. Syria had no official comment on Makdissi, who speaks fluent English and has defended the regime's crackdown on dissent.

(IANS) Higher intake of vitamin D seems to protect mental health among women, besides keeping Alzheimer's at bay, say two new studies in France and the US.

The group led by Yelena Slinin, at the VA Medical Centre in Minneapolis, found that low vitamin D levels among older women are tied with higher odds of global cognitive impairment and cognitive decline.

The group based its analysis on 6,257 community-dwelling older women who had vitamin D levels measured during the Study of Osteopathic Fractures and whose cognitive function was tested by the Mini-Mental State Examination, the Journals of Gerontology Series A: Biological Sciences and Medical Sciences reported.

The team led by Cedric Annweiler, at the Angers University Hospital in France, based its findings on data from 498 community-dwelling women.

?

Among this population, women who developed Alzheimer's disease had lower baseline vitamin D intakes (50.3 micrograms per week) than those who developed other dementias (63.6 micrograms per week) or no dementia at all (59.0 micrograms per week).

?

These reports follow an article published in the Journals of Gerontology Series A earlier this year that found that both men and women who don't get enough vitamin D - either from diet, supplements, or sun exposure - may be at increased risk of developing mobility limitations and disability.

S.Africa's rand hits two-week high on fiscal cliff optimism

JOHANNESBURG (Reuters) - South Africa's rand rallied to a two-week high on Thursday on hopes that U.S. policymakers would reach an agreement to reduce the debt pile of the world's biggest economy.

The rand was at 8.7690 to the dollar at 1550 GMT on Thursday, 0.5 percent stronger than Wednesday's New York close, after reaching a high of 8.7470 earlier in the session.

The currency has traded within a narrow 8.80-9.00 band in the last two weeks and failed to break free even after a deal on Monday by Greece's international lenders to reduce the country's debt.

Hopes that President Barack Obama's administration and Congressional leaders would reach a deal to avert the "fiscal cliff" before the January 1 deadline lifted world equities and commodities on Thursday, as well as the rand.

"International sentiment is good surrounding the ability for the fiscal cliff to be resolved," said one trader. "Unless we have bad news surrounding the negotiations around the fiscal cliff I think we can probably strengthen a bit further."

South African producer inflation rose to 5.2 percent year-on-year in October, from 4.2 percent in September, Statistics South Africa said on Thursday. Economists polled by Reuters forecast a rise to 4.8 percent.

Government bonds were firmer, with the yield on the 2026 instrument declining 2 basis points to 7.565 percent and that on the 2015 paper falling 1.5 basis points to 5.47 percent.

Research shows that in Britain is a major waster of food. According to Love Food Hate Waste ?we throw away 7.2 million tonnes of food and drink from our homes every year, costing us ?12bn ? most of this could have been eaten. It?s bad for the environment too.?

Meanwhile recent research by the Camden Society predicted that there will be room for 5,500 new catering social enterprises if people in Britain continue to buy lunch out at the current rate. Based on the size of the Camden Society?s Unity Kitchen outlets, this would create over 38,500 new jobs.

With these trends in mind, in our live debate we?ll be discussing:

Piotr and Hokuma extensively studied ?food waste in the retail sector? during their Master?s program, and currently contribute to the Food Recovery Network in the USA. The goal of ?Say No To Food Waste? is to raise awareness and empower people from different parts of the world to take a more active role in reducing the global inefficiencies of the food system. Through campaigns, news, photos, and videos, the organization hopes to make ?food waste? a commonly discussed topic in all sectors (manufacturing, retail and household).

Elaine Dixon ? chief executive, Manchester Mind

Manchester Mind is a charity that supports people in Manchester who are experiencing mental health problems. It runs a separate social enterprise called Good Mood Food that aims to provide high quality catering to customers. For the volunteers involved, getting involved in this social business is the first step to improving their self confidence, their mental health, their employability and ultimately a return to work. For many, the business is a way out of social isolation and exclusion and an opportunity to provide meaningful and enjoyable occupational.

Amy is a MakeSense gangster- part of a team of social innovators that mobilise groups of people to help solve the challenges of social entrepreneurs around the world. She is currently launching the Bristol Chapter of the organisation. Amy has been involved with running FoodCycle Bristol, an innovative social enterprise, for over two years. FoodCycle Bristol act as a hub for social inclusion and provision of nutritious meals to those who need it most whilst acting as a catalyst for a change in behaviour towards food waste.

Ed founded Sustaination to help solve the 21st century?s biggest challenge: a good, clean, and fair food system. He?s an expert adviser to the EU smart agrimatics programme, created emergency management and collaboration system for governments, and helped Lloyds of London to better map and analyse global risk. He mentors sustainable entrepreneurialism and believes that there has never been a better or more necessary time to get busy in food.

Sam joined Sunlight Development Trust in 2009 as deputy chief executive, previously running a social enterprise and charity in east Kent. He leads on a number of the trading activities at the trust. This includes Cafe Sunlight Ltd, a wholly owned subsidiary of the Trust. The company operates a vibrant community cafe and delivers high end, intelligent corporate and events catering to venues across London and the south east.

Thomas Fletcher ? founder, Rejuce

Thomas found his passion for food waste after travelling and experiencing the devastation that ?frivolous ?Western? lifestyles? have wreaked on the wider world. Thomas chose to focus his MSc environmental politics and globalisation thesis on the convergence or divergence of food waste collections and disposal practices in London. Since graduating, Thomas has established a social enterprise that is both environmentally and financially sustainable; Rejuce. Thomas? purpose is to expand to be able to soak up increasing food surpluses and turn it into healthy, affordable, delicious and nutritious drinks.

Cassia is the manager of the Crisis Skylight Caf? London, a social enterprise that provides homemade food and expertly brewed coffees, alongside a ground-breaking trainee programme that helps homeless people and ex-offenders into sustainable work. Since 2004 the London caf? has placed over 130 people into sustainable employment, and currently places two people into work each month. The Crisis Skylight Caf?s uses seasonal, locally-sourced and fairtrade ingredients where possible, with the bare minimum of food waste. There are also cafes in Newcastle & Oxford.

Obama cranks up holiday pressure on Republicans in "fiscal cliff" talks

HATFIELD, Penn. (Reuters) - President Barack Obama hit the road on Friday to turn up pressure on Republicans in the "fiscal cliff" talks, urging Americans to support his drive to raise taxes on the wealthy while extending tax cuts for the middle class.

In a Christmas-season visit to a toy factory, Obama portrayed congressional Republicans as Scrooges who risked sending the country over the fiscal cliff rather than strike a deal to avert the tax increases and spending cuts that begin in January unless Congress intervenes.

"If Congress does nothing, every family in America will see their taxes automatically go up on January 1," Obama said at a factory that makes Tinkertoys, among other things, in suburban Philadelphia. "That's sort of like the lump of coal you get for Christmas. That's a Scrooge Christmas."

At immediate issue is whether the tax cuts that originated under former President George W. Bush should be extended beyond December 31 for all taxpayers including the wealthy, as Republicans want, or just for taxpayers with income under $250,000 as Obama and his fellow Democrats want.

At The Rodon Group factory, which makes K'NEX building toy systems as well as Tinkertoys and consumer products, Obama said Americans should urge Republicans to extend the tax cuts for all but the wealthy, which would cover 98 percent of the public, and relieve public concern about a tax rise that economists say could throw the country back into a recession.

"We already all agree, we say, on making sure middle-class taxes don't go up. So let's get that done. Let's go ahead and take the fear out for the vast majority of American families so they don't have to worry," Obama said.

'THERE IS A STALEMATE'

In Washington, House of Representatives Speaker John Boehner said increasing tax rates on anyone was the wrong approach and said Obama had not been serious in the fiscal cliff negotiations.

"There is a stalemate. Let's not kid ourselves," the Ohio Republican said.

The equities market remained resilient Friday despite signs of a stalemate in Washington. Many investors bet a deal will be struck at the eleventh hour.

"There is no sign of it from the rhetoric but there are expectations it will happen," said Steve Goldman, principal at Goldman Management in Short Hills, New Jersey. "The rhetoric will get worse before it gets better."

Obama's trip to Pennsylvania was part of a renewed public relations push on the fiscal cliff talks - an effort that has infuriated Republicans. Boehner called it a "victory lap" on Thursday as he rejected Obama's proposals to avoid the cliff.

"It tells you he's not interested in negotiating. He's more interested in traveling around the country trying to campaign," Representative Jim Gerlach, a Pennsylvania Republican, said on CNBC on Friday.

Treasury Secretary Timothy Geithner, Obama's lead negotiator in the talks, will make the rounds of television talk shows on Sunday.

The White House will continue making its case next week, when Obama plans to meet a bipartisan group of governors at the White House on Tuesday. Obama will address the Business Roundtable on Wednesday, the White House said.
